Senior Commercial Manager 1.Job Purpose: To pre-qualify Consultants, Contractors and Suppliers, manage the procurement processes with the Cost Consultant, administer the contracts and provide monthly status reports on the cost of the project.
2.Accountabilities: -- Establish overall contractual and commercial procedures -- Develop and implement project procurement strategies -- Identify and pre-qualify Consultants and Contractors -- Identify and pre-qualify Suppliers as necessary -- Manage the Costs Consultants who will prepare tender documents including conditions of contract -- Issue tender documents and manage the tender process -- Coordinate the tender analysis and issue recommendations to the Client -- Manage all contractual aspects for Consultants and Contractors -- Recommend for Clients approval payments due to Consultants and Contractors -- Handle insurance matters in co-ordination with the Clients insurance advisers -- Obtain Warranties and Performance Bonds -- Assist in the development of the Project Management Plan -- Direct the occupation permit process as necessary for any facilities being managed -- Ensure agreement of project budgets with the design team and Clients representative -- Liaise with and coordinate commercial teams -- Monitor the Contract Cost Plan -- Lead and co-ordinate pre & post tender activities of the individual commercial teams -- Assist and comment on the preparation of contract documents for agreement and signature -- Identifying commercial risks and restraints -- Monitoring cost control and financial reporting procedures -- Recommend remedial action should the forecast review exceed the approved cost plan -- Provide the financial and commercial control of Designers, Consultants and Contractors -- Establish, implement and report on the Change Control Process -- Manage commercial aspects of any claims -- Monitor the financial forecast for the whole project, including summary of works packages and projection of anticipated expenditure flows -- Assist in the preparation of the REP documents and review bid returns for compliance with the contract terms and conditions and issue recommendations to the Client on the commercial proposals -- Recommend for Clients approval ?Final Account? payments to Consultants and Contractors -- Undertake the Project ?close out? on commercial and contractual submittal requirements -- Assist and advise the Professional Team on ensuring compliance with contract and procedures assuring correct interpretation of contract clauses

______________________________________________________________________________ 5.Knowledge Skills and Experience: -- Excellent communication and interpersonal skills to co-ordinate and liaise with the Contractors and Project Consultants -- Ability to convey progress and key issues to the Client -- Technical understanding and working knowledge of FIDIC forms of contract incorporating project specific amendments -- Degree in a construction or construction-related subject -- Chartered membership of a recognised professional institution -- Minimum 10 years and preferred 15 years post-graduate experience, including at least 5 years in a Project Management related field -- Seniority and experience to manage the commercial aspects of the project unsupervised -- Experience of advanced word-processing, spreadsheet and presentation packages -- Experience of computerised Document Control systems -- Knowledge of Consultants and Contractors forms of contract
