Enforce housing standards via the Housing Health & Safety Rating System and administering the Councils Houses in Multiple Occupation Licensing Regime. Key Responsibilities: Deal with all complaints from tenants, both private rented and social housing having the highest regard for customer care, as well as carry out pro-active inspections on a regular, routine sustained basis. Responsible for the day-to-day running of the statutory Licensing of Houses in Multiple Occupation regime. Identifying HMOs throughout the district and identifying those which statutorily require a licence to operate. This will include carrying out detailed surveys, preparing plans, schedules, specifications for work with respect to fire precautions and means of escape from fire, amenities, overcrowding, disrepair, fitness of such HMOs and ensure they meet the required standard by way of the appropriate enforcement procedures. Essential Requirements: Accredited Degree or Diploma in Environmental Health or Educated to Degree or Diploma level in Building and Construction Studies Substantial evidence of work experience in assessing housing standards in the private rented sector and advising on housing conditions and policy. Experience of enforcing minimum standards required in different categories of HMOs. Experience of enforcement, including the service of legal notices and prosecutions. Experience of fire precautions in HMOs. Plan drawing experience.
